Erica Bakies

Erica’s government contracts and international trade practice focuses on the complex regulatory bodies in the national security space.

In her government contracts practice, Erica advises clients on complicated compliance issues, such as classified contract requirements under the National Industrial Security Program, supply chain risk management, access restricted information like Controlled Unclassified Information, cybersecurity requirements, and SBA small business requirements and disputes. She regularly represents contractors pursuing or defending federal bid protests at the US Government Accountability Office and the US Court of Federal Claims. Erica also conducts internal investigations related to potential False Claims Act violations and the Mandatory Disclosure Rule and counsels clients in procurement disputes and government contracts litigation.

Teddie ArnoldTeddie is a member of the firm’s Government Contracts practice group and assists contractors with all aspects of government procurement, including bid protest, contract claims, internal investigations, ethics and compliance, data rights and intellectual property, procurement fraud, small business issues, and transactional matters. He also co-leads the firm’s False Claims, Whistleblower, and Internal Investigations group. He has significant experience litigating before the Court of Federal Claims, the Boards of Contract Appeals, the Government Accountability Office, and other administrative tribunals and agencies.

Amy Hoang

Amy HoangAmy serves as co-chair of the firm’s Government Contracts practice group, and is renowned in the market for her exceptional ability to represent contractors in bid protests and internal investigations, as well as provide compliance counsel. Based in Washington, DC, she advises her clients on federal procurement matters, with a focus on bid protests at the US Government Accountability Office and Court of Federal Claims, corporate ethics and compliance, internal investigations, and required disclosures under the FAR Mandatory Disclosure Rule. Amy assists clients in a variety of additional procurement issues, including DCAA audit responses, corporate due diligence, and Buy American compliance. She also represents clients in disputes before the Boards of Contract Appeals.

Adam Lasky

Adam LaskyGovernment contractors nationwide depend on Adam for counsel to minimize and mitigate risks that arise during contract performance, to ensure compliance with regulations, and for vigorous representation in procurement disputes and government contracts litigation. While Adam represents contractors on a wide variety of government contracting issues, his primary focus areas are bid protests, SBA regulatory compliance/disputes, joint venture and teaming agreement transactions, and Service Contract Act compliance/disputes.

Sarah guides clients through these evolving requirements, so they stay compliant with their current contracts and remain viable for future contracting opportunities. When necessary, Sarah represents her clients in disputes with the government over contract award and administration.

Zach Jacobson

While able to represent contractors in a wide variety of government contracting issues, Zach focuses on representing clients in negotiated contract changes, requests for equitable adjustments, claims, and claim appeals before the contract appeals boards, the US Court of Federal Claims, and the US Court of Appeals for the Federal Circuit.

When working with clients, Ken approaches their legal matters from all angles. He draws on his insider perspective as a former NASA attorney to assist clients with high-stakes government contracts litigation as well as counseling matters.

Ken helps clients with a wide range of issues, including bid protests, contract disputes, subcontract negotiation and teaming agreements, domestic sourcing restrictions, small business contracting, GSA schedule, debarment and suspension, and other compliance issues. Ken regularly appears before the GAO, Court of Federal Claims, Boards of Contract appeals, and suspension and debarment officials.

Bret has substantial experience litigating construction disputes related to public and private projects across a range of industries, with a particular focus on defect- and delay-related claims and claims arising from the procurement of government contracts.

Additionally, Bret has extensive experience counseling owners and contractors on everything from commercial renovations to multibillion-dollar infrastructure projects. Bret helps clients manage risks, navigate contract requirements, and pursue or defend claims.

Before joining Seyfarth, Bret clerked for the Honorable Elizabeth K. Dillon of the US District Court for the Western District of Virginia.
